Craddick makes three appointments to the Texas Youth Commission Advisory Board Print E-mail

(AUSTIN) - Speaker Tom Craddick (Midland) today appointed Joseph Brown of Sherman, Douglas Matthews of Vernon and Larry Carroll of Midland to the Advisory Board of the Texas Youth Commission (TYC).

"Each of these men have distinguished themselves as leaders in their respective fields, and each will serve as a valuable addition to the Texas Youth Commission's Advisory Board," Speaker Craddick said. "I trust that these members will provide guidance to the Commission as reform measures continue to be implemented."

The Advisory Board of the Texas Youth Commission will serve under the agency's Conservator, Richard Nedelkoff, who was appointed last December. The board will be responsible for advising the executive commissioner on matters concerning the Texas Youth Commission and will assist the executive commissioner in the performance of the executive commissioner's duties.

The board is made up of nine members, three of which are appointed by the Speaker of the House. The Governor and Lieutenant Governor are each also responsible for selecting three individuals to fill the Advisory Board's six remaining positions. The board must include at least one physician, an experienced member of victims' advocacy organization, a mental health professional, and a current or former prosecutor or judge. At least two of the members of the advisory board must have primary experience in a field other than the field of criminal or juvenile justice.

Joseph Brown serves the North Texas area as the Criminal District Attorney of Grayson County in Sherman. He was a founding board member of the Children's Advocacy Center of Grayson County, an organization that he has served for more than six years. In 2007 Brown received the County Best Practices Award for the "Special Prosecutor Program", which alleviates jail overcrowding.

Dr. Douglas Matthews has worked as a veterinarian at the Vernon Veterinary Clinic for more than 35 years. As an active member of the community, he has served for many years on the Vernon ISD School Board and has chaired the Vernon Business Development Corporation.

Larry Carroll has served his community of Midland as the executive director of the Permian Basin Community Centers (PBCC) for Mental Health and Retardation since 1995. Under his leadership, the PBCC has grown in size and in service to the citizens of eight different counties in the Permian Basin region. He has been involved with the organization for more than 30 years.

Mr. Brown, Dr. Matthews, and Mr. Carroll will begin their terms with the TYC effective February 11, 2008.
