Higher education has long been my passion. The future of our state hinges upon the success we have in our institutions of higher learning. We must ensure that Texas nurtures the talent required to have a competitive edge in the 21st Century economy. That is why I have asked the Committee on Higher Education to study ways to improve student participation and success in higher education through financial aid and incentive funding.
The study will look at incentive funding strategies to help more students succeed in higher education, especially in fields that the future economy needs most. These strategies may include targeted scholarships for students, incentives for colleges or universities, or grants for research-based student support programs. By looking at the best available research and best practices from other states and leading countries, the Committee on Higher Education will design policy recommendations for aligning funding for higher education and financial aid programs with the state's educational needs.
