Addressing Allegations at the Texas Youth Commission Print E-mail
Recent allegations have surfaced regarding sexual abuse at the Texas Youth Commission (TYC) facilities, prompting an immediate response by the Texas Legislature and public officials.  Officials have set into motion a multitude of formal actions to investigate reported abuses and review the administration at the agency, and ensure that these abuses can not occur again.

In response to allegations, the Legislative Audit Committee (LAC) met to examine the conduct and fiscal management of the TYC. The committee voted to recommend that the Governor either create a state agency rehabilitation plan or appoint a conservator.

What is a resolution? Print E-mail
The terms "bills" and "resolutions" are frequently used when discussing legislative matters.  Often they are used interchangeably and might be confusing to some readers.  So what do each of these legislative measures actually do and how important are they?

A bill is the primary means used to create and change the laws of the state.  It requires passage by both chambers of the legislature and action by the governor.  Once bills becomes law, it becomes codified as a statute.  Referred to as House Bills (HB) or Senate Bills (SB), these are the legislative measures that have the most impact on the state.

When used generically, a "bill" could refer to the various types of legislative measures that may be introduced during a legislative session. Bill types include: senate and house bills, senate and house joint resolutions, senate and house concurrent resolutions, and senate and house resolutions.

Appropriations Bill (HB 1) Officially Filed in the House Print E-mail
House Bill 1, the base appropriations bill, was filed in the Texas House of Representatives by Rep. Warren Chisum (R - Pampa), Chair of the Appropriations Committee.

The introduced version of the Appropriations bill (HB 1) totals $147.6 in all funds. This is an increase of $5.2 billion or 3.7 percent when compared to 2006-07. This growth rate is less than 1.9 percent per year, far below the anticipated population growth plus inflation.

House Bill 1, excluding property tax relief, is estimated to be $5 billion below the 13.11 percent spending limit adopted by the Legislative Budget Board (LBB). 

As filed, the base bill totals $70.1 billion in general revenue funds. This is an increase of $4.6 billion or 7.0 percent when compared to 2006-07 general revenue spending. Approximately $2.7 billion of this increase is attributed to fiscally conservative accounting measures.

The base bill reduces most state agency's administrative budgets by 5 percent with some exceptions in higher education, judiciary and regulatory agencies.

Session Begins Print E-mail
The 80th Legislature convened on Tuesday, January 9, and will last for 140 days.  

The Texas House of Representatives is composed of 150 members, each elected for a two-year term. Members of the Texas House of Representatives represent districts of about 150,000 people each. House members are able to remain closely in tune to the needs and concerns of their constituents.

The Texas Senate is composed of 31 senators, each elected to staggering four-year terms. Senators serve approximately 550,000 people.

The first day of session for the Texas Legislature is largely ceremonial, organized with speeches and the administration of the oath of office. However, several important measures are decided in each chamber this first day.

Unlike the Texas Senate, where the presiding officer - the Lieutenant Governor David Dewhurst - is a statewide elected official, the Texas House of Representatives elect their own presiding officer, the Speaker of the House.
