"Texas consumers continue to receive more options when faced with their electric bills…" During the 80th Legislature, legislators provided $200 million to the Texas Public Utility Commission for funding a discount for low-income customers called the System Benefit Fund. Of the $200 million, $30 million was made available for use this summer. The 1999 Texas Electric Choice Act established the System Benefit Fund (SBF) to assist low-income customers with their electric bills.
The proposals presented this session by State Representative Phil King, and approved by several recorded votes, would have helped further address concerns about electric rates by requiring incumbent electric utility providers to lower rates for customers. This discount, which would have provided a 10 percent discount for millions of Texas electric consumers, was killed by Democrat leader Jim Dunnam, who used a legislative parliamentary maneuver to defeat the bill. |

"Texas sets an example in energy efficiency…" Wise energy policy not only involves adding new sources, but improving conservation practices. We are a fast-growing state with finite resources, and we must carefully manage our consumption to ensure we protect our air quality while producing enough energy to power our economy. Members of the 80th Legislature, aware of the critical need for better energy conservation in our state, passed meaningful legislation on this issue. Working together, State Representative Joe Straus and State Senator Troy Fraser sponsored an omnibus energy efficiency bill which establishes goals and rules for both the public and private sectors on how Texas can set an example in energy efficiency. |

"By taking the right steps today, we prepare for a better tomorrow…" In addition to the new conservation measures, the legislature took steps to promote cleaner energy and cleaner air. A more predictable permitting process for the installation of ultra clean energy has now been established. An ultra clean energy grant and loan program has been created that will provide the State Energy Conservation Office with significant resources to encourage the development of ultra clean energy technology. Financial incentives are now in place for ultra clean energy projects by allowing limitations on the appraised value of property used for such purposes, enhancing pollution control property tax exemptions, and providing tax incentives for ultra clean coal technology. |
